It was used as a secret language by gay men in times when being homosexual was a punishable offence...it incorporates parts or rhyming slang and backchat (which is words spelt backwards eg:Riah for hair) also parts of Romany fairground language...it was used a lot by gay men who were in the merchant navy as well.
it died out in the 60's,but was ressurected by the radio show 'Round the Horne' in the mid sixties where two of the characters 'Julian and sandy' used it while being interviewed by Kenneth Horne
