Here are my lists of those characters that are underused and overused
UNDERUSED:
Kirk,Eileen,Hayley,Roy,Lloyd,Sophie,Kelly,Amber,Daryl,Bill,Ted,
Audrey
OVERUSED:
David,Joe,Gail,Steve,Becky,Tony,Tina,
THOSE I THINK THEY HAVE THE RIGHT BALANCE WITH (STORYLINES THEN A BREAK)
Ken,Deirdre,Peter,Sally,Kevin,Luke,rita,Emily,Molly,Tyrone,Pam,Dev
any other suggestions

Reet is underused and given woefully dire crap. I'd put Sally, Dev and the Barlows in the overused but again, they get stupid crap rather than anything decent.

To be killed off asap

I thought Blanche was overused but generally wheeled out for bitchy comments.

Underused
Hayley, Roy, Amber, Reet, Betty, Emily, Audrey, Bill, Ted, Sophie, Minnie, Teresa, Darryl,
Just right
Sally, Kevin, The Windass family, Kirk, Blanche, Norris, Tony, Claire, Ashley, Becky, Peter, Deirdre.
Havent included people currently off screen like Liz, Carla, Leanne, Michelle - Michelle I was tempted to say overused but she has got better since she split up from Steve.

The Pratts have been overused since Sarah's new head. I remember once they gave them a break for all of a week or two before ramming the Pratts down our throats again.

I'd add Eileen to the underused list for the simple reason I love every scene she is in.

I thought Kirk would have had more scenes in the factory now - especially since Eileen started work there. He`s only mentioned on the odd occasion when the writers remember Maria has baby Liam. So conveniently, Kirk is babysitting Liam.
Ken Barlow is rarely seen these days. I don`t know whether that`s his choice or not.
