From Digital Spy:
Eve Myles will play the sidekick to John Barrowman's Captain Jack in upcoming Doctor Who spinoff Torchwood.
Wales-born Myles, who guested in the first series of Doctor Who, will play the part of Gwen Cooper, one of a team of renegade investigators who scavenge alien technology to solve crimes.
"I'm thrilled to be playing Gwen," said Myles. "It's such a compliment to have been chosen for the part. I'm also looking forward to working with John. It'll be the perfect opportunity for both of us to show everyone what we've got."
The thirteen episode series is being penned by Doctor Who writer Russell T Davies for an "adult" audience. The show will premiere on BBC Three later in the year and will have a repeat window on BBC One. Filming is expected to begin in the Summer.
Interesting news!

Yep but is Captain Jack a big enough character to hold a series? K9 and Sarah Jane Smith were but K9 & Co was diabolical and a flop. Have to see.

I don't see the point of this...why not just have Captain Jack travelling with the Doc and Rose....its overkill and milking a formula to death it reminds me of the star Trek stuff...just throw a 'Star Trek' reference in and its a winner

I tend to agree, Nick. Especially having seen the disaster that was K9 & Company. RTD is turning into a megalomaniac.
