I think it's as simple as she thinks it makes her feel younger.
In this lovely oap retirement oasis I live in I have seen a woman of a similar age and fairly similar wig - with a long deep pink evening dress (satin nightie really) and a short white fur coat & heels. I'm sure she felt she looked really good in it so you feel a bit mean thinking anything horrible about it.

I think its just like Mandy said its to make her feel younger...
To me the wig is what makes Noreen, Noreen; without it she would just blend into the background... So long live the wig! ;D
